Western States Boykin Spaniel Club Constitution and Bylaws


Article 1 Names and Objectives
Section 1 The official club name is the WESTERN STATES BOYKIN SPANIEL CLUB herein after called the club.
Section 2 a) To encourage, promote, and train the natural qualities of the Boykin Spaniel to hunt and retrieve game. b) To get people interested in training their Boykins and having quality time with other Boykin owners in the interest of what the Boykin Spaniel was bred for. c) To hold Boykin Spaniel Society sanctioned hunt tests. d) To hold HRC sanctioned hunts tests. All HRC and UKC rules and policies will be followed at all UKC licensed, HRC Hunts sponsored by this Club. HRC Club Officers must be members in good standing with HRC, INC.
Section 3 a) The club shall not be conducted for profit and no part of any profits or remainder from dues or donations to the club shall benefit any club members. b) If club dissolves all remaining property and funds will be distributed to the BSS.

Section 4 Club Board may revise and amend the constitution and bylaws as may be required to better serve the membership for these objectives.

Article 2 Club Year and Membership
Section 1: The club will hold 5 training days a year starting in September then every two months to be approved and scheduled by the board of directors.


Section 2: a) Application must be made to become a member with payment of dues.  Each applicant for membership shall apply on a form as approved by the board of directors and which shall provide that the applicant agrees to abide by these bylaws and the rules set forward of the BSS.  Should the board reject a membership a refund will be given. b) The rate of membership shall be set by the board.  No member may vote whose dues are not paid for the current year. c) The membership will allow you to attend events if you participate with a dog. Event fees will be in addition to membership fee and there might be a bird fee to cover the cost of the birds. d) If a nonmember attends our training day or event, they can watch but if they bring a dog to participate there will be a nonmember charge which will be set by the board. e) The membership covers the member and their immediate family household including dependents until age 18.

 

Section 3: Membership term will be on the calendar year with renewal in January for the coming year.  Membership will be considered lapsed if not paid by February 28th.



Article 3 Discipline

a) All members should act responsibly and respectfully to other members, volunteers, judges, birdboys, landowners and the land and wildlife, etc

b) All members shall treat all dogs with respect and refrain from using excessive force in any manner.

 

 c) If there is a formal complaint made to the board concerning a member the board will meet to decide what action will be taken.

Article 4 Board and Elections
a) The board of directors will consist of a President, Vice President, Treasurer, Secretary and one other persons, all of whom shall be members in good standing. In the event of the Treasurer and Secretary are held by the same person, two other board members will be required.  The term of the board of directors will be two years but may be re-elected.

 

b) The officers will consist of the President, Vice President, Treasurer and Secretary.  Officers shall serve in their respective capacities both with regard to the club and its meetings.  The officers are elected by the majority vote of the club members.

 

c) Officers shall serve in their capacity for (2) two years and may be re-elected.  Term will begin in July 1st and end June 30th.   Officers may only serve (2) two consecutive terms.

 

d) The president shall preside at all meetings of the club and of the board and shall have the duties and powers normally appurtenant to the office of the president.

 

e) The vice-president shall have the duties and exercise the powers of the president in case of the presidents absence or incapacity.

 

d) The secretary shall keep a record of all meetings of the club and of the board and of all votes taken by mail and of all matters of which a record shall be ordered by the club.  He/she shall have charge if correspondence, notify members of meetings, notify members of their election to keep membership and directors of their election to office, keep a roll of the members of the club with their addresses and carry out such other duties as are prescribed in these by-laws.

 

f) The treasurer shall collect and receive all moneys due or belonging to the club.  He/she shall deposit the same in the bank approved by the board, in the name of the club.  Accounting shall at all times be open to inspection of the board and shall report to them at every meeting the condition of the clubs finances and every item of receipt and payment not before reported, and at the annual meeting shall render an account of all moneys received and expended during the previous fiscal year.

 

g) The offices of the secretary and treasurer may be held by the same person.

 

h) Board of Directors and officers voting will occur by email and must be postmarked by June 30th.

 

i) All nominations of a member for the board must be made by the end of the May in writing to the board

 

j) Election results and introduction of new board will be made via the Facebook group page in July

 

k) Any member can serve on committees when needed and will be appointed by the President.

 

l) Vacancies occurring on the board shall be filled by the president followed by a simple majority vote of the board of directors.  Except that of the office of the president shall be filled automatically by the vice-president.

 

Article 4 Committees

 

a)    The board may appoint standing committees to advance the work of the club in such matters as field trials, dog shows, obedience trial, trophies, annual prizes, advertising and promotion.  Such committees shall always be subject to the final authority of the officers to aid it on particular projects
